Tech Valley Talent, LLC is an Information Technology Professional Services firm based in the Albany, NY area, providing IT Consulting, Staffing and Recruiting, and Systems Integration Services to clients on a national basis.

Who We Are

Founded on the values of high integrity, trust, honesty, and commitment, our team provides exceptional value to our clients by operating in two complementary domains.
First, we recruit and supply the best IT staffing talent. Our technologists are truly talented – you don’t have to settle for less.
Second, we create partnerships with key technology firms such as IBM, Microsoft, EMC, and others. These partnerships enable us to provide even greater value to our clients who are seeking technology assessments, training, technology selection and implementation, and integration services. Our services and consulting expertise extends across the enterprise and focuses on IV&V Services, IT Security, data management, and web services and solutions. Tech Valley Talent serves both the public sector and commercial markets with an emphasis on energy, health and human services, and financial/insurance verticals.

Renee E. Roth-O’Neil, founder of Tech Valley Talent, LLC, serves as President and CEO. She has over 20 years of successful executive leadership based upon her extensive experience in delivering IT professional services and information technology job recruitment for both large, publicly-held, and small, privately-held firms. She has a passion for ensuring that all of her clients benefit from optimizing the best Information Technology Professionals, regardless of the size or type of project. She is responsible for executing the firm’s vision around recruiting, technology, and delivery excellence.

Previously, Renee was a Vice-President overseeing recruiting, staffing, sales, or delivery for multiple IT consulting and systems integration firms, providing professional IT services and staff augmentation to NYS Public Sector, NYC Public Sector, a variety of large and small commercial companies, and large technology firms such as IBM and Lockheed Martin.

Renee started her career in the financial services industry and then went on to a career in IT Consulting, supporting IBM on a nationwide basis. Working with IBM, she managed over 150 technology professionals and a variety of corporate team members. Renee has an M.B.A. from The College of St. Rose and a B.S. from Cornell University. She has an Executive Women in Leadership Certificate and is a current member of the NYS Forum’s Emerging Technology Work Group as well as the WPO (Women President’s Organization). Previously, she served on the Cornell Club Board of Directors and co-chaired the NYS Forum’s Procurement Work Group.

Bob has been with TVT since 2013 and assists in developing business relationships with potential and current partners to establish Tech Valley Talent as the leading partner for IT resources, particularly in the area of data management. Bob is a retired Deputy CIO from the NYS Dept. of Labor, with extensive expertise in IT systems and solutions and has many sales and technical certifications.

Rene Guzek

Director of Operations

Rene has been with TVT since 2014 and has over 15 years of experience working in the IT industry. She manages HR and Administration and oversees the day-to-day operations of the corporate office, assists TVT project teams, and works closely with TVT corporate staff to provide timely, accurate and responsive communications to partners and clients.

Jennifer is an HR Professional with 17 years of progressive experience in multiple industries. Her areas of specialty include compliance, policy administration and writing, payroll and PTO, employee relations, and benefits administration. She joined TVT in 2022 and is responsible for all HR related functions and compliance.

Joe is an accomplished leader with a unique combination of experience and a proven track record of managing large accounts in the Government and Technology Sector. Joe has over 20 years of experience working with IBM and multiple national accounts. Since 2016, Joe has worked closely with TVT’s business partners and clients in a Sales and Business Development role with a focus on software technology offerings.

Kevin joined TVT in 2023 and is responsible for business development with our OEM partners and SLED customers in NYS and NYC. Kevin has over 30 years of sales experience in the IT infrastructure, software and services industries with thought leaders like Digital Equipment, HP, EMC and Commvault. Customer experience includes large global accounts such as GE, Bank of NY and NBC coupled with in-depth knowledge of government contracts and procurement and has served as Chair of The NYS Forum’s IT Corporate Roundtable.

David Young

Digital Transformation Practice Lead

David has over 30 years of IT experience with expertise in Project Management, Integration, Multi-stakeholder communications and management and Design and Implementations. David is a former CIO of NYSERDA and has worked for TVT since 2014.

Andrea Gurga

Finance Manager

Andrea has been with TVT since 2016 and has over 32 years of experience in various areas of business operations including finance, management and analysis. She is responsible for all TVT financial reporting, budget development, invoicing and payroll.

Rachel Taylor

Operations Administrator

Rachel started with TVT in April 2022 as the Operations Administrator. She joins the organization with over 25 years experience supporting daily operations, project and presentation management in the private and public sector. She is responsible for providing operational, administrative and project support for the TVT team.

Jennifer Duane

Administrative Assistant

Jennifer joined TVT in 2019 and provides administrative support for the company. Prior to joining TVT, she worked in multiple office and retail environments with a focus on administration. She has a degree in marketing, and her previous experiences involved juggling the demands of office administration and retail storefronts, event planning, and customer service roles.

Sherri has been with TVT since 2014 and leads the recruiting team. She has more than 20 years of IT recruiting experience in the public and private sectors and is well-versed in technologies. She is accomplished in full life cycle recruiting, including sourcing, reference checking, referral generation, salary and benefits negotiations, and networking for passive/active candidates. She is an AIRS Certified Internet Recruiter (CIR).

Ted has worked for TVT since 2013 and leads TVT’s efforts on everything data-centric for our client base. He is an accomplished manager and analyst. He taught database classes for 40 years at the University at Albany in his spare time. Ted worked at NYS agencies for 36 years and was a Deputy and Interim CIO for the last 12 of those years.

Andrew Weiss

PMO Deputy Director/Project Manager

Andrew joined TVT in 2021 after working for more than 20 years in state government consulting and value-added resale. He has led hardware and software implementation and IV&V projects and programs for numerous agencies. Beyond project and program management, he has experience in business analysis, software testing, and technical writing, and he is PMP and Agile certified. Andrew is responsible for day-to-day operations of TVT’s PMO and the corporate intranet.

HBITS Recruiting Specialist

Jennifer began working with TVT in July 2021 as a Recruiting QA Analyst and was promoted to HBITS Recruiting Specialist in January 2022. Jenn works with current TVT staff, subcontractors, and candidates in support of TVT’s HBITS contract with NYS. She is responsible for receiving and responding to all HBITS requirements, as well as sourcing candidates, negotiating, and closing.

Andrea Cavalluzzo

Andrea Cavalluzzo, PMP

PMO Deputy Director/Data Management Practice Lead

Andrea joined TVT in 2018 and has over 25 years of experience building and leading technical and project teams with a focus on analysis, including business, technical, data, systems, and software quality assurance analysis. Her experience includes system modernization, proof-of-concept to initial release projects, and QA/IV&V projects, across many business domains. She is PMP and Agile-certified and holds many data analysis certifications. As part of her responsibilities, Andrea provides project engagement and management, RFP review and response management, as well as managing various PMO initiatives internally.


Caitlin Jessop-Humphris

Social Media Specialist

Caitlin joined TVT in January 2024 and contributes to the TVT social media, website, and intranet. She holds a Master of Arts in Advertising and Marketing. Caitlin’s experience includes working as a Content Marketing Specialist and co-chairing the NYS GIS Association Communications Committee. She also provides freelance content creation services for a range of clients. Her specialty is content marketing and utilizing storytelling to connect and engage with audiences.
